TAMWILCOM and the EBRD Strengthen Their Partnership Through a First Guarantee Operation in Support of ONEE
TAMWILCOM and the EBRD Strengthen Their Partnership Through a First Guarantee Operation in Support of ONEE

Rabat, July 28, 2026 – TAMWILCOM and the National Office of Electricity and Drinking Water (ONEE) today signed a guarantee agreement covering a 250 million euros financing facility provided by the European Bank for Reconstruction and Development (EBRD) to ONEE – Water Branch. This transaction marks the first implementation of the partnership established between TAMWILCOM and the EBRD on June 6, 2026, in Latvia. Under the agreement, TAMWILCOM is providing a guarantee in favor of ONEE in connection with the financing, making this the first EBRD financing in Morocco to benefit from a TAMWILCOM guarantee. The financing will support ONEE’s investment program aimed at strengthening the efficiency, resilience and sustainability of drinking water production infrastructure, thereby contributing to the Kingdom’s efforts to enhance water security and address the challenges posed by climate change. On this occasion, Mr. Said JABRANI, Chief Executive Officer of TAMWILCOM, stated: “This agreement reaffirms TAMWILCOM’s role as a catalyst for mobilizing external resources in support of national priorities, under the guidance of the Ministry of Economy and Finance. We intend to build on this first transaction as part of a long-term cooperation with the EBRD and to continue working together to mobilize financing in support of Morocco’s development.” Through this transaction, TAMWILCOM is fully reaffirming its mission of deploying its guarantee mechanisms in support of strategic public-sector projects, facilitating access for public institutions and state-owned enterprises to external financial resources tailored to their investment needs.

ONEE Strengthens Its Partnership with the EBRD Through a New Strategic Programme for Drinking Water Production Infrastructure
ONEE Strengthens Its Partnership with the EBRD Through a New Strategic Programme for Drinking Water Production Infrastructure

The National Office of Electricity and Drinking Water (ONEE) has reached a new milestone in strengthening its international financing partnerships through the signing of a Letter of Intent with the European Bank for Reconstruction and Development (EBRD) and the National Company for Guarantee and Enterprise Financing (SNGFE). The agreement lays the groundwork for a new financing programme aimed at supporting the modernization and resilience of Morocco’s drinking water production infrastructure. The Letter of Intent was signed on the sidelines of the EBRD Annual Meeting, held from 5 to 7 June 2026 in Riga, Latvia, during a high-level meeting bringing together representatives of the EBRD, ONEE and SNGFE under the auspices of the Ministry of Economy and Finance. The initiative reflects the shared commitment of the three institutions to advancing strategic investments that contribute significantly to climate change mitigation and sustainable water resource management. The programme is designed to support the implementation of ONEE’s 2025–2030 Investment Plan, which provides for substantial investments to upgrade and optimize existing drinking water production facilities while integrating enhanced energy-efficiency standards and operational performance requirements. In response to the growing challenges posed by climate change and evolving water demand patterns, ONEE is pursuing a flexible and adaptive implementation approach aimed at strengthening the resilience, efficiency and sustainability of its production infrastructure. In this context, and following a request submitted by the Ministry of Economy and Finance, ONEE has initiated discussions with the EBRD to mobilize a long-term financing package of up to EUR 250 million. The financing is expected to be deployed in two tranches and complemented by investment grants and technical assistance designed to support project implementation and maximize developmental impact. The financing will benefit from a guarantee provided by SNGFE under its dedicated programme for public institutions and state-owned enterprises, marking a significant step forward in the partnership between Tamwilcom and the EBRD in support of public investment financing in Morocco. This new programme builds on a longstanding and successful partnership between ONEE and the EBRD, established in 2014. Since then, the EBRD has mobilized nearly EUR 119 million in financing for the drinking water sector managed by ONEE, including an initial EUR 65 million operation focused on improving the performance and efficiency of ONEE’s water activities. This project is currently approaching completion and has delivered highly satisfactory results.Through this new phase of cooperation, ONEE and the EBRD reaffirm their shared commitment to strengthening Morocco’s water security, supporting the modernization of strategic water infrastructure and enhancing the sector’s resilience to climate-related challenges.By leveraging international financing, technical expertise and innovative financial instruments, the partnership further contributes to the Kingdom’s sustainable development objectives and its long-term climate adaptation agenda.

Rabat, June 3, 2026 – TAMWILCOM unveiled its new 2026–2030 Strategic Plan, entitled JOSSOUR 2030, during a ceremony held in Rabat on June 3, under the chairmanship of Mrs. Nadia Fettah, Minister of Economy and Finance and Chairwoman of TAMWILCOM’s Board of Directors, alongside Mr. Said Jabrani, Chief Executive Officer of TAMWILCOM.The event brought together key stakeholders from Morocco’s financing, investment and entrepreneurship ecosystem, as well as institutional partners committed to fostering economic development, including members of the Government and Presidents of Regional Councils. On this occasion, Mrs. Nadia Fettah emphasized that “enhancing access to finance remains one of the key drivers of productive investment, private sector development and job creation.” She highlighted TAMWILCOM’s pivotal role in implementing public policies aimed at promoting financial inclusion and supporting economic development, particularly for Very Small, Small and Medium-Sized Enterprises (VSMEs).A Development Trajectory Towards 2030TAMWILCOM’s strategic roadmap for the next five years is built around a clear ambition: to reach a larger number of beneficiaries, mobilize greater volumes of financing and maximize the institution’s contribution to investment, employment and value creation across Morocco’s regions.Named “JOSSOUR” – meaning “bridges” – the strategic plan reflects TAMWILCOM’s commitment to strengthening the connections between the financing needs of economic stakeholders, the solutions provided by the institution and the Kingdom’s development priorities. The plan is underpinned by a comprehensive approach focused on expanding TAMWILCOM’s offering, strengthening its intervention capabilities, achieving operational excellence and delivering sustainable economic impact.Through JOSSOUR 2030, TAMWILCOM aims to support nearly 435,000 beneficiaries by 2030. The plan targets the mobilization of MAD 300 billion in financing, backed by a commitment portfolio amounting to MAD 170 billion.TAMWILCOM’s interventions are also expected to contribute to the mobilization of more than MAD 60 billion in cumulative private investment over the period and support the creation of 45,000 gross jobs annually.Key Initiatives Introduced under JOSSOUR 2030To support this new growth trajectory, TAMWILCOM announced several major enhancements to its guarantee and financing mechanisms.Strengthened Support for Very Small Enterprises (VSEs):TAMWILCOM is reinforcing its support for VSEs through an increase in the guarantee coverage ratio to 75%, thereby facilitating broader access to bank financing for this key segment of the economy.Extension of Support to Mid-Sized Enterprises:For the first time, TAMWILCOM is extending its intervention scope to mid-sized enterprises (MSEs) with annual revenues ranging from MAD 200 million to MAD 500 million. IFC Partners with Tamwilcom to Expand Access to Finance for SMES in Morocco Through Innovative Risk-Sharing Facility
IFC Partners with Tamwilcom to Expand Access to Finance for SMES in Morocco Through Innovative Risk-Sharing Facility

Washington, D.C., April 17, 2026 – IFC, a member of the World Bank Group, has partnered with Morocco's national credit guarantee institution, Société Nationale de Garantie et du Financement de l'Entreprise S.A. (known commercially as Tamwilcom), to support expanded financing to small and medium-sized enterprises (SMEs), including women-led businesses, agricultural enterprises, and firms operating within supply chains. The partnership supports Tamwilcom’s ongoing efforts to diversify its sources of guarantee capacity and mobilize additional private capital to support SMEs. It also contributes to the development of market-based risk-sharing instruments that can help deepen Morocco’s financial sector over time.IFC will also provide advisory services to support Tamwilcom in strengthening its operating model in priority segments, including agriculture, and in developing supply chain finance (SCF) solutions aligned with international best practice, while further integrating environmental, social, and governance (ESG) considerations into its guarantee framework.Under the partnership, IFC will provide an unfunded risk-sharing facility (RSF) of up to MAD 2.74 billion (approximately USD $300 million equivalent) covering a portfolio of SME guarantees issued by Tamwilcom. The facility introduces an innovative market-based, non-sovereign risk-sharing structure.Small and medium-sized enterprises (SMEs) represent around 90 percent of Morocco’s economic fabric and play a central role in job creation, innovation, and regional development. As Morocco continues to deepen its financial markets, expanding access to financing solutions that support SME growth remains a priority for sustaining private sector dynamism and competitiveness, including in priority segments such as agriculture, supply chains, and women-led businesses. Women-owned businesses face financial exclusion at rates higher than the national SME average. Morocco’s $20.4 billion micro, small, and medium-sized enterprise (MSME) financing gap persists not because capital is absent, but because the risk architecture has not kept pace with the need.“Morocco’s entrepreneurs are creating jobs, strengthening value chains, and building economic resilience in their communities,” said Ethiopis Tafara, IFC’s Vice President for Africa. “Building on our partnership with Tamwilcom, IFC is mobilizing private capital to reach the farmers, women entrepreneurs, and small businesses driving Morocco’s economic transformation.”Tamwilcom is Morocco's national credit guarantee institution and one of the longest-established guarantee institutions in Africa, originally established in 1949. In 2025 alone, it issued approximately $2.7 billion in guarantees, enabling an estimated $4.7 billion in financing across more than 70,000 transactions. This partnership marks IFC's first investment engagement with Tamwilcom and builds on a broader World Bank Group collaboration.“This agreement marks a new milestone in Tamwilcom’s journey toward strengthening its risk management framework to the highest standards,” said Said Jabrani, Tamwilcom’s Chief Executive Officer. “WhileTamwilcom and IFC have collaborated across multiple areas in the past, we are particularly pleased to elevate the bar this high through this facility, which is designed to further expand access to finance for SMEs. This initiative also represents an initial step in the implementation of our new ‘Jossour 2030’ strategy, which seeks to optimize the use of Tamwilcom’s resources and enhance the contribution of the private sector in supporting SME financing.”This project aligns with the World Bank Group's Country Partnership Framework for Morocco and the WBG Gender Strategy 2024-2030, which supports women's economic participation through improved access to finance. It is also aligned with the World Bank Group's AgriConnect Platform, which aims to connect farmers and agribusiness firms to finance and markets. The World Bank Group’s IFC has worked with public and private sector partners in Morocco for more than 60 years, supporting small businesses, manufacturers, agribusinesses, infrastructure, the financial sector, and more. In the past two years alone, IFC has invested and mobilized more than US$2 billion to support sustainable economic development in Morocco.About IFCIFC – a member of the World Bank Group – is the largest global development institution focused on the private sector in emerging markets.
