Who We Are
A leading institution supporting national financing
Established by Dahir on 4 July 1949 as Caisse Centrale de Garantie (CCG), TAMWILCOM has supported the evolution of Morocco’s economic landscape for more than seven decades. Over time, the institution has continuously adapted to market developments and the State’s strategic priorities, consolidating its position as the national reference for guarantee schemes and access to finance.
In 2020, the adoption of Law No. 36-20 marked a decisive milestone: CCG was transformed into the National Company for Guarantee and Enterprise Financing (SNGFE), a state-owned joint-stock company operating under the TAMWILCOM brand. This transformation reflects a clear commitment to modernisation and to adapting the institution to emerging economic and social challenges.
Today, TAMWILCOM’s activities are structured around five key areas of intervention, combining guarantee schemes, financing solutions and investment support:
GUARANTEES FOR BUSINESSES AND INDIVIDUALS
GUARANTEES FOR BUSINESSES AND INDIVIDUALS
As TAMWILCOM’s historic core activity, guarantee schemes play a central role in expanding access to finance. They support both viable businesses and individuals by sharing risk with lending institutions and facilitating financing.
- For businesses, guarantees typically cover between 50% and 80% of the loan amount, depending on the nature of the project and the specific schemes in place. By reducing lending risk, these mechanisms help ease access to bank financing and encourage productive investment.
- For individuals, Tamwilcom deploys dedicated mechanisms for households with modest and/or irregular incomes, facilitating access to homeownership, as well as for students seeking financing for tuition fees at private higher education institutions in Morocco.
Through these schemes, TAMWILCOM strengthens financial inclusion, supports social cohesion and contributes to sustainable economic development.
GUARANTEES FOR PUBLIC ENTERPRISES AND INSTITUTIONS
GUARANTEES FOR PUBLIC ENTERPRISES AND INSTITUTIONS
TAMWILCOM has expanded its scope of intervention and now partners with financial market stakeholders to provide guarantee coverage for Public Enterprises and Institutions (PEIs).
This offering aims to secure the specific financing needs of public enterprises and institutions by mobilising risk-sharing mechanisms tailored to the particular characteristics of this segment.
FINANCING FOR VSMES
FINANCING FOR VSMES
TAMWILCOM provides co-financing mechanisms alongside banks, offering favourable terms to help improve VSMEs’ access to financing. These interventions primarily support investment needs, particularly for projects in sectors identified as strategic priorities by the State.
This approach strengthens the capacity of VSMEs to grow, modernise their productive assets and sustain their long-term development.
FINANCING FOR INNOVATIVE STARTUPS
FINANCING FOR INNOVATIVE STARTUPS
TAMWILCOM supports startups and innovative project leaders through solutions tailored to the different stages of venture development, from the early idea phase to fundraising with investors.
This support is designed to strengthen early-stage development, foster innovation and encourage the emergence of a high-value-added entrepreneurial ecosystem.
PARTICIPATIVE FINANCE
PARTICIPATIVE FINANCE
Launched in 2020, TAMWILCOM’s participative window, "Daama Tamwil", aims to guarantee financing granted by participative banks and participative windows. It supports financing operations benefiting both businesses and individuals.
Through this initiative, TAMWILCOM contributes to the development of participative finance by strengthening confidence among financial stakeholders and improving effective access to financing solutions.
A Vision Focused on the Future
Building on a strong legacy and a proven ability to adapt, TAMWILCOM remains committed to pursuing its mission with the same ambition: to catalyse inclusive and sustainable growth. Four key priorities guide its actions:
Strengthening trust among financial and economic stakeholders
Expanding financial inclusion for vulnerable groups
Supporting innovation and enhancing the competitiveness of Moroccan businesses
Reinforcing the country’s contribution to the Sustainable Development Goals
