Rabat, Wednesday, December 17, 2025 – As part of the implementation of the national Digital Morocco 2030 strategy, the Ministry of Digital Transition and Administration Reform, in partnership with TAMWILCOM, officially launched the Startup Venture Building (VB) program in Rabat. This flagship initiative is designed to support and finance innovative Moroccan startups.
The launch ceremony was chaired by Ms. Amal EL FALLAH SEGHROUCHNI, Minister of Digital Transition and Administration Reform, and Mr. Said JABRANI, Chief Executive Officer of TAMWILCOM. The event brought together key stakeholders from Morocco’s digital entrepreneurship ecosystem, support organizations, and institutional partners committed to fostering innovation in the Kingdom.
On this occasion, the six support and acceleration organizations selected to operationalize the Startup VB program were announced. These include two Moroccan partners and four international partners, all recognized for their expertise in venture building and the acceleration of high-potential startups.
The selected organizations are CEED Morocco and Technopark as Moroccan partners, alongside Flat6Labs (Egypt), Open Startup International, Renew Capital LLC, and 500 Global (United States) as international partners.
The ceremony also featured the official signing of partnership agreements between TAMWILCOM and these organizations, marking the operational launch of the program.
Targeting innovative Moroccan startups with a digital component, established for less than eight years and ready to scale to the next stage of growth, the Startup VB program offers structured, progressive, and tailored support covering the entire development cycle, from prototyping to growth acceleration.
From a financial standpoint, the Startup VB program provides startups with four complementary instruments designed to address entrepreneurs’ needs at each stage of maturity:
- Living Allowance Grant: A monthly stipend provided to project founders, enabling them to dedicate themselves fully to the creation and structuring of their startups.
- Incubation Grant: A grant of up to MAD 200,000 dedicated to financing the early stages of project maturation, including prototyping, testing and market validation, design, and branding.
- Honor Loan: An interest-free and collateral-free loan of up to MAD 500,000, intended to support commercial launch activities, generate initial traction, and facilitate market access.
- Seed Loan: A collateral-free financing instrument ranging from MAD 500,000 to MAD 2 million, designed to complement fundraising efforts and support startups during their growth acceleration phase.
In parallel, the program includes incentive and support mechanisms for partner organizations, ensuring they have the resources required to provide startups with high-quality support aligned with the program’s ambitions.
Launched by the Ministry of Digital Transition and Administration Reform and operated by TAMWILCOM, the Startup VB program aims to support more than 800 startups nationwide over a three-year period, mobilizing a total budget exceeding MAD 700 million. Through this initiative, Morocco seeks to foster a new generation of innovative startups that will become future national digital champions and contribute sustainably to the development of the country’s digital economy.
